It's very rare, but yes. He's one of the only two sources of the Norfleet, othe other being Vermivorous.

Normal caps at 30(35DLC), so TVHM and up would be my assumption if the wiki shows nothing under 50. Not past 40 myself yet, so couldn't test for you yet.
Source of drop sure, but required enemy level for required loot seems no.

Hyperius is the only way to get a Norfleet in normal because Vermi never spawns in normal.
The Norfleet is a rare drop and Hyperius does not drop it often. You may be lucky and get one on the initial mission, or you will not see one until kill #70 or #80. It is down to game RNG and I have seen both cases.
Generally I reckon on a drop every 30 kills or so.

Maybe you could try the Wildlife Exploitation Preserve and wait till the fifth wave of enemies were an Ultimate Badass Varkid spawn and let him transform into Vermivorous. It's possible, I fought against it in normal mode but I ran out of ammo, so an Infiniti is necessary. (Doc Mercy) This only works 1 time per gameplay bcuz enemies don't spawn after complete it, but once I saw people using some kind of trick to retry this till got the Norfleet. I know that is almost impossible to spawn him alone, but being in the last stage of varkid, makes it easier to evolve.

I don't think that should work. The Ultimate Badass Varkid's chance of evolving in Normal Mode is 0% regardless of player count.

Uranus i think his name was that big bot in the new dlc commander Lilith anyways i was just farming him for fun, next minute i was getting legendary gear very frequently i was getting weapons and class mods didn't get a shields. but i ended up getting atleast 50+ legendary gear i farmed him for 8 hours+!

anyways i feel like this boss drops everything, seriously i was getting certain gear that you had to farm certain raid bosses or normal bosses this boss was amazing you can get anything now i cant confirm for the launcher you want but he might drop it.

@adz. The Norfleet drops from Hyperius or Vermivorous. End of story.

Lots of gear like this, with very specific drops / sources.
The various Ancient relics are only found as loot midget drops.
Saturn is the only place to get a Hive.
The Florentine, Seeker and Antagonist are only ever available from the Vendor in Flamerock.
etc etc etc.

The world loot pool has a lot of items and the various raid bosses and loot sources can have a higher chance to drop certain items, however the Norfleet is not in the world loot pool.

I'm just curious, why farm a normal norfleet? its gonna be replaced in 5-10 levels regardless, its just so pointless?

I just got the Norfleet from Vermivorous in the wildlife preserve. TVHM running level 47 siren. It took over 40 minutes and tons of ammo. Be sure to use transfusion grenades for healing and do Tiny Tinys DLC to get at least ONE magic missle, lighting, or chain lightning grenade mod to swap out with your transfusion to regen them.
I hid in the container that is open at both ends and melee'ed the small spiderants to conserve ammo and used phaselock for heals as well as the transfusion grenades.
