cause EXPLOSIONS
A lot will depend on your character, playstyle and enemies. Melee Zer0 makes good use of roid shields, so Hide of Terramorphous for this one. It would not help a whole lot for sniper Zer0. Also worth considering for solo melee play is the Love Thumper. Nova damage to melee enemies, but the range of the nova means that it can also down team members in co-op.
Tanky high capacity shields like all of the Pangolins have high capacity, but terrible recharge. They reduce your health and they do slow you down. 'Best' of this lot is the Fabled Tortoise which has the highest capacity in the game, but high level ones can reduce your health below zero and you will move like you are in slow motion. Broken in the OP levels due to health reduction.
Adaptive shields give you extra health, reduced elemental damage and some provide active healing. The Evolution is the best of the lot. As with all shields you get a compromise, high damage resistance tends to come with things like slow recharge rate / longer delay / low capacity. High capacity will mean lower damage reduction. Keep killing Hyperius and check the numbers. It is one of the three seraph items he drops each kill in UVHM.
The Transformer basically gives you immunity to shock DOT. Very useful against certain enemies.
For damage, there is the Bee. Again, bad parts make for bad Bees. In general have lowish capacity, longish recharge delay, but high recharge rate. Not a defensive shield and only works when it is full. But if you want that enemy dead Right Now, sting with the Bee.
For a combined defensive-offensive shield, try the Antagonist. Reflects bullets back with up to 800% (ish) damage applied, along with slag balls.
This is a contender for overall best shield in the game. Only available from the Flamerock seraph vendor. Farming the vendor for a good one will likely be needed.
Purple rarity Tediore shields also have their uses. Very short recharge delay, very high recharge rate, but low capacity. But you can go from no shield back to full shield in < 2 seconds.
