You could make one yourself. Either the old fashioned way (by leveling up). Or you could use Gibbed to create a special (level 50, no side quests done) save file and copy it anytime you wanted to do a run.
Like I say, you could just make one with Gibbed.

This thread has given me some ideas for releasing alternate versions, so I might manually modify the save files for you, although no promises I will do this anytime soon or even at all.
There's also a way to force scaling on TVHM to level 50 from the start would that interest you? In other words you can play through the whole of TVHM as level 50. I haven't fully tested this last thing, as it is still a WIP that requires use of BLCMM and of course a level 50 save file.

You need to use BLCMM, enable hex editting of your executable. Place this file in binaries and then whenever you start-up the game type "exec TVHM".
This will scale the game up to level 50 right from the beginning.

All start at level 50 (gear has been nerfed down to blues except Jakobs sniper which has been nerfed down to green, because blues have really bad fire rate).
Documents/My Games/Borderlands 2/[SteamID64 number]/Saves
The SteamID64 number is a number that is unique to your Steam Account. If there is only one folder in Borderlands 2, then that’s what you are looking for. If you are sharing a PC, and multiple Steam accounts on that PC have save files, then there will be more than one folder. If you are not sure which is yours, your SteamID64 number can be found here: https://steamidfinder.com/ .
You will have to rename the save files to match the format SaveXXXX, so for example if you have Save0001 up to Save0006, you should rename the next save file Save0007, then Save0008, etc. up to a maximum of Save9999.
