Well, I played this at 2013, so it's soooo far away from refunding
But the curious just now. Quite suddenly my head was like "How the hell did Gearbox [or 2K] make 2 the same games?"
Some devs used to do that to separate the versions that were released for sale in specific regions. This ensures that players who have those games have their own forums (russian forum for Borderlands 2, Dishonored also had a special version for Eastern Europe which has its own forums). Sometimes these games (such as Borderlands 2 RU) are locked to a specific language and can't be changed.
Why not integrate it into 1 game?
Local regulations.
Very often a game has content that is allowed in many but not all regions. Changing the game to follow all regulations often would leave a lackluster game, so they just change it for specific regions.
This that can get games banned include depiction of religion (positive and negative), nudity, sexual refrences, dark humor, social and political commentary or satire.... and the list goes on.
Well, you can choose which version you want to play, but they are essentially the same (thankfully back then they did not cater to the CCP or other terror-organisations like Antifa,BLM and co).
