As for rebalance for UVHM - i think there are mods for that, you should check nexus.
And the mods I've been able to find on Nexus so far are too much of total revamps that changes dozens of things. All I'm looking for is specifically a way to lower the health of enemies, even more specifically the really REALLY spongey enemies, so that they are easier to kill. I don't really want any other change to the game than that.

not sure if they affect TVHM... if the UVHM mods don't affect TVHM, you could try Slagfree vanilla, this removes the slag damage bonus and compensates with lower enemy HP. and by the point you get to UVHM you can restore slag and use one of the rebalance mods or both combined.
there are a lot of options so it might take a few tries to find a option you like...
making backups is never a bad idea. i switched around different combinations a lot and never encountered a problem. and still making backups stays a good idea.

The point is that the modes are intended as difficulty steps for those who (upon leveling up and getting better gear) find the existing areas and difficulties to be too easy. The game offers many tools for optimizing your build, if you choose NOT to avail yourself of those ... well, that's not exactly typical behavior, and the game isn't really built to support it (beyond what I've already said about Normal Mode being a thing).
Specs are easy and cheap to change at any New-U station.

Mostly it's not even the normal enemies I have much of an issue with. Armored Maniacs are annoying because I haven't found a good acid weapon yet so I have to be careful with head critting them. The problem I have is with boss type enemies or badasses. Where I unload clip upon clip upon clip into them. It's just tedious.
Yeah, I understand, but here you are looking for a mod which may or may not exist (I don't personally know) and even if it does, may not be easy to install. Tweaking your spec a little isn't going to be any more difficult than manually installing a mod.
The point I'm trying to make here (and I'm trying to avoid being disparaging here) is that there aren't really any bullet sponge enemies in TVHM. I get that you don't want to bother with any of the mechanics, but it doesn't really take a whole lot of "min-maxing" to be able to treat TVHM pretty much identically to Normal mode.
Well, first of all, make sure your weapons are up to date. Underleveled weapons do less damage. A white quality on-level gun will do more damage than a 5 levels old legendary of the same time.
Second: Knuckledragger drops a Legendary pistol called the Hornet that does corrosive damage. It's about a 10% drop rate.
Third, Explosive works on everything. It isn't as good as Corrosive against Armored targets, but it's still better than anything else. And Torgue Pistols and Shotguns are pretty easy to acquire. I'd suggest a Bang Stick or a Double Lovin' Pounder, they're more accurate and more useful out to medium range.
Fourth, if you really can't kill something slag it.
I know you're just looking for some mindless entertainment, but it really doesn't require very much optimization before TVHM does feel pretty much like Normal mode.
I've also diversified my weapon loadout specifically to counter some of the changes and I'm trying out slagging badasses and then switching to another weapon which I'm quite amateurish at but so far I feel like I've adapted a lot better.
Like I said, I think I just got lucky with my weapon drops cause I got nearly precisely what I needed.
So no mods needed so far actually. Though I did try on the giant snowman boss in one of the headhunter DLC's and that felt nearly impossible due to the massive damage he does and how difficult I found it to avoid his attacks. That made me almost consider it.
Considering I plan on doing the DLC's when I'm at the level cap though (apart from that one headhunter one) I'm probably going to mod it when going Ultimate though as I've heard you pretty much have to use slag all the time in it.
