No, Its nod a mod or a thing. Its just something I wish people do have created by now. It was a horrible system and they should of stuck to instances loot from the beginning. Diablo popularised it so its been around since forever XD
Or a mod that fixes those issues at least. Basic stable game-experience is the most important stuff for me at least.
Game runs fine for me on max settings with physx on. Lowest my frames went was to 55 with it locked at 60. That was during a ton of explosions mind you.
I keep frames locked because my monitor is old. I've this mentality of not change it till it breaks xD. Keyboard/monitor are both pushing 13 years old and I am funny enough, using the same monitor I had when I first played BL2 back in the early release days. My eyes have gotten worse over the years, so more frames tends to give me a headache, so it works for me!
Still, with everything that was going on, it kept a stable 60. Like I said, I only saw a drop to 55 during lots of explosions and it corrected itself to 60 almost instantly when the explosions and debris settled.

I don't think it's possible to add new content in BL2, but I could be wrong.
As for QoL mods, the community patch is probably what you're looking for, @Kashra.

The cool thing is you can enable/disable individual features of this mod as well.
I think I'll be giving Reborn a go myself soon now that it's been updated for the latest DLC.
