No real way of FORCING it to be a specific element afaik. That is all down to game RNG.
Same with the Sandhawk. Hand in, inspect then Alt-F4 when you don't like what you see.
Alternatively, you can read-only farm. Make your save file read-only, then reload the character and hand in and likely reject what you get.
Then Reselct the character (Important) and you will find yourself ready to hand in again.
Repeat until you get something acceptable, then fast travel to Sanctuary and put it in Clappy's stash. At this point you can make your save file read - write again and carry on.
Legitimate? Up to you. The game allows it. The chance of getting a shock Pimpernel is basically 1 in 4. It is always elemental, so a 25% chance.
Specific element Sandhawks are rather lower percentage, as these include non-elemental types as well. Getting decent parts is something else again.
Bite the bullet and think about read-only farming for specific items like this, or just be very disappointed when the game RNG gives you cr@p.
A while back I was read-only farming for an elemental Flying Sandhawk, and amused myself by writing down what garbage the game was giving me. This is an excerpt before I got totally disgusted and did something else. There was a quit and reselect character after each one.

I did get what I was after though. Elemental Flying Sandhawk with decent (but not perfect) parts. It just took a while.
I was "hoping" that I could "force" an element with a pimpernel.... boo hoo
{{Yes, I did a restart so I could get a level 72 for everything (no farming, as it was "The Flame Of The Firehawk", the Pimpernel, Sandhawk, and other "quest rewards")}
It's cheating in my book, a very time consuming cheat, but hey..... you can do whatever you want in your game.
Just don't call it legit. It's not. You might as well save some time and use gibbed.
This. Manipulating the game state by external means: Alt-F4, RO, gibbed. It's not "abit less legit", legit is like pregnant. Don't fool yourself and waste your precious life time, use gibbed.
I play within the "rules" of every game I play.
If someone has an insight that I cannot figure out, after having been killed a butt-load, I will look for such insight, but no more than what I am looking for.
That is what I have always done, starting with Zork.

In addition, I am constantly telling myself to NOT rush in where angels fear to tread... I do that alot..
Not everyone is a Gunzerker... I need to remember that more than you can imagine. I guess that is why I haven't figured out Zer0 on UVHM, yet.
Well if you do it enough you will get want you want anyways mind as well use gibbed and save time.
