i finely got 120 crystels so i cud buy the interfacer but it is not in the shop

You need to find Seraph Vendor. It looks like Black Market, but opened and you can see eyes.

you can only get it from voracidous, as a drop

That's because nobody says it's always there, only there is a chance for it to be there.

Quit the game and re-enter and see if it spawned. Repeat as needed.

I just went in in normal mode to hunter's grotto seraph vendor and a level 30 interfacer showed first time.

yes but you can only get it on normal and true vault hunter mode and only up to lvl 50
