is it to pays off farming legendary items from loot midgets when i play TVHM?
i killed abount 20 midgets and i got only cash

If you do not get it normally maybe try that community patch 4.1 thing if it changes anything for you, if you mean 2. playthrough i think they did drop legendaries for me but chance is slime, it is more likely on 3. and also droping the e-tech like colored relics.

a better bet would be to farm Thousand Cuts. depending on your level. get Rocko's Modern Strife from Brick in Sanctuary after the Once and Future Slab mission.

on tvhm i would do about 5-10 runs and keep moveing cz in tvhm gear lvl dosent scale to u lvl u can find self in very bad situation to have underleveled gear and u need to fight boss... btw sky reocket on normal and tvhm masacre bloodwing
