No idea what the damage output is. Try it on various enemies and see how it goes I guess.
If you want the highest value just look for one with all Maliwan parts. Here's a parts guide:

Just be wary of getting a Pangolin battery as it is identical to a Maliwan battery in appearance. The Torgue capacitor appearing identical isn't an issue as it will show up as explosive resistant on the item's card, whereas Maliwan will always be fire, shock or corrosive immune.
There are maps like The Dust that do scale depending on the story missions, but in general they are fixed to the level you first entered them.
