Savage Lee right at the start of the game drops it. He spawns in the same general area where you find Corporal Reiss. Look-up a walkthrough for the exact locations, as there are two potential spawn locations.

Three Horns. There is an enemy that spawns there called Savage Lee. He can drop a Harold for you.
He can spawn behind the fast travel - have a look if there are any enemy dots on the mini map. If there are, that means he has spawned in and will be fighting the bullymongs. He will not spawn there every time.
His other spawn point is in the Marrowfields, where you first went to find Corporal Reise on your way to Sanctuary. He will spawn there every time.
He will drop one for you eventually. He is also known as Stingy Lee.
Fast travel there, jump in a vehicle if he hasn't spawned and drive to the other spawn point.
Save and exit then reload. Repeat until you are the happy new owner of one of the various Harolds.

Good luck.

Generally speaking, I prefer to go to Frostburn Canyon and spawn there. Then walk to the map exit into Three Horns and step through. This will set your spawn point right there.

Run through the bandit camp and don't engage.
Jump the gap and you'll be outside of the Marrowfields.
Run up the mountain on the side and stand on top of the rocks that surround the Marrowfields.
Savage Lee should be visible, take him out with a Sniper, you can usually see if he drops a Harold and decide if you want to go down and engage the bullymongs.

If he doesn't drop it, save&quit, and then continue, and you'll be back at the map entry point.

With a little practice, it takes maybe a minute or two to do a run. I don't personally bother much with the other spawn point. If I happen to zone in to that Fast Travel station and notice that Savage Lee is there (you can see him fighting bullymongs on the mini-map) then I'll go kill him, but otherwise, I don't bother looking there.

TORGUE DLC HAS HEROLD IN ITS DLC-VENDOR, WAY EASIER TO AQUIRE THERE!!!

I think the problem is early game you can't farm Torgue tokens, since the missions cap out at level 50 on Normal Mode, you can do the death race, but then you have to hope the bikes don't spawn, because if they spawn it's basically a 1-hit kill from any stray bullet, because it will upscale the bikers to level 50.

but in normal mode the herold doesnt scale anyway.. so unless he wants a lv11 gun the vendor is the only way

... and you don't particularly need a Harold in Normal mode either. An on-level Thick Slapper will do the job just fine.

Sure, legendaries are fun, but they're not worth the time farming in either Normal or TVHM (as far as I'm concerned).
