Does Michael Mamaril spawn on flying sanctuary?
Does he? I'm trying for the achievement.

Top of the stairs near Claptrap.
Next to the echo vendor in the middle of the square.
Inside Crimson Raiders HQ, near Tannis.

Near the bar as you walk in to Moxxi's place.
Also in Moxxi's place, in the alcove opposite where Hammerlock stands.
Head out the other door of Moxxi's and head towards Scooter's place again. You can find Michael standing opposite Daisy.

Do the circuit, fast travel somewhere and return and try again.
You will meet him after a while. Speak to him and accept the item he will give you - Achievement unlocked.

Yes.
He can spawn any time, any playthrough.

There is a chance of him spawning every time you enter the map, so do the circuit of his spawn points, if he wasn't there, fast travel somewhere and return, and repeat the circuit.

Top of the stairs near Claptrap.

Near the bar as you walk in to Moxxi's place.
