Why i still get low level legendary in normal difficulty??

This is my first playthrough, my character level 20, but when i farm savage lee, i still get below level 10 unkempt herold

Any drop you get is based on the level of the loot source (chest or enemy), which in turn is based on the level of an area.

Tbh, you don't need the Unkempt Harold to progress, just grab some guns and start shooting. Normal Mode is a joke. TVHM is where the REAL fight begins.

Because you probably first encountered him while you were below lvl 10 in that area, farming bosses isn't really worth it until you reach max level. Up until that point, loot that the enemies drop will almost never be scaled to your level, unless of course you kill a boss that's the same level as you and you get lucky with the drop.

The level of the boss usually defines the level of the loot you'll get. So if you kill a sub lvl 10 Savage Lee, don't expect a weapon that's scaled to your level.

Yes they do, the same rules will apply until you hit max level. Meaning you can't get any more xp, then every enemy in the game will be on your level while bosses will always be at least 2 levels above you, but will drop the gear that matches your level.

Yes they do, the same rules will apply until you hit max level. Meaning you can't get any more xp, then every enemy in the game will be on your level while bosses will always be at least 2 levels above you, but will drop the gear that matches your level.

So if i want higher legendary level, i must encounter it at my max lvl, as an example, i want to farm the hornet in tvhm, i must max lvl before first encounter knuckle dragger. Sorry for asking many information

Unlike Normal Mode, in True Vault Hunter Mode after you kill the final main story boss, everything scales up to level 50, which is the highest level for loot in TVHM.

Max level is level 80, and max OP level is OP10, if you want gear higher than 50 you have to start Ultimate Vault Hunter Mode. This mode is the best because everything is always your level, so you never have to worry about enemies being low level and dropping low level gear.
