Pearlescent weapons appear at the highest difficulty levels. They require at least one of the Ultimate Vault Hunter upgrade packs in order to spawn.
The first set of Pearlescent weapons is included in the first Ultimate Vault Hunter Upgrade pack.
These will appear only while playing in Ultimate Vault Hunter Mode. While they can appear from any loot source, they have an increased chance to drop from Legendary Loot Midgets, Tubby enemies, and the final boss in Digistruct Peak.
They can also be won from the slot machine in Tiny Tina's Assault on Dragon Keep, even in Normal Mode and True Vault Hunter Mode, making that slot machine the only source of Pearlescent weapons of level less than 50.

You can also get them randomly from chests, skag piles, etc.
Not sure of the drop rate.
Some of these weapons are crap, and a few of them are good eg the bekah, butcher and carnage.
You can also 'farm' the boss OMGWTH in Digistruct Peak. Do it at OP8 and he's guaranteed to drop a pearl.
As mentioned above, there's a set of pearls that only drop from tubbies. These are a real pain to get. Farming badass varkids is a good way if you're determined.
Arid Nexus: Hunt down Skags, 3 red chests + Saturn (Hive & Invader)
The Dust: Spiderants at Ellies, Mobly & Gettle (Veruc & Lyuda), McNally (Hammer Buster)
Frostburn Canyon: Hunt down Spiderants, Scorch (Hellfire) & Spycho ( Neogenator)
If you have acces to the Creature Slaughter you can repeatedly fail and redo certain rounds to get tubbies to spawn and/or go for Vermivorous.
