The "season pass" probably has a negative reviews because there were many dlcs that came after that season pass (and thus not included).
So about the GOTY edition thing, does that prevent me from joining non-GOTY versions like the versions my friends have? And GOTY already has most of the DLCs in it?
They just can't go to dlc areas.
GotY has all the "big quest" DLC except for Lilith (the final dlc) and Ultimate Vault Hunter Pack 2 (which raises your level cap as well as provide access the an "endurance" map for increasing additional difficulty levels).

The Handsome Collection includes EVERYTHING (with the exception of the Commander Lilith DLC, which was released after the Handsome Collection). The Sale price is usually $15 USD, and that price is further discounted by any content you already own.
That would give you ALL of the game-play content, all of which is fun at least once (and most of which is fun multiple times IMO). It also gives you all of the cosmetic content, essentially tossed in for free at the end.
In addition to that, it ALSO gives you all of the content for BL:TPS, which is the 3rd game in the series. It's not as good as BL2, but it has some improvements and variations in the physics, it has a smoother difficulty curve, as well as Lasers, and it has Cryo (which replaces Slag). Even though it's not as good as BL2, that doesn't mean it's bad. It's still a fun game worth playing, with 6 new Vault Hunters, new zones, new bosses, and more story.
So ... the Handsome Collection is all of two complete games (except for the Commander Lilith DLC).

The Humble Store also carries the Handsome Collection and sometimes has sales at different times than Steam, so they're worth watching too. (They give you Steam Keys when you purchase a game, so for the customer it's basically the same thing).

If the OP isn't going to wait for a sale, then the GOTY version plus UVH2 would be my suggestions. (I personally find the Commander Lilith DLC a bit whelming).
The GOTY version includes Gaige, Krieg, and the 4 big story DLCs, so that's the most bang-for-your-buck right there. UVH2 includes Digistruct Peak.
The Season Pass has negative reviews because it's an obsolete product that really should be retired from the store. The GOTY version completely replaced it, offering all the same content that the Season Pass had, and additional content besides.
It doesn't include the Collector's Edition pack, nor (as I recall) the Slaughter Domes.
However, it also doesn't include an extra version of the base game, and is $10 USD less.
Personally, I'd still say wait for a sale and buy the Handsome Collection. That's the best deal.
There is one more retailer that I know of ... The Mac Game Store carries what they call "The Complete Edition" of BL2. That includes all of the non-cosmetic content for BL2.
It doesn't include The Commander Lilith DLC, nor does it include any of the BL:TPS content.
However, it is on sale right now for $8.99 USD. It also gives you Steam Keys, so you can obtain whichever client you want (despite being called the "Mac" game store).

So ... while the sale lasts, THAT'S your best option.
Edit: I don't think I should risk this, I'm not sure about the compatibility. Is it confirmed that this sale works even for PC?
It does say "requires Steam and a Steam Account to play" so ... yes, that means it gives you Steam keys. And a Steam Key is a Steam Key, I have some games I play using a Mac client and some I play using a Windows client, but all the ones that actually have a Mac client are available on both.
My recollection is that trukr (a BL2 forum regular) said it worked fine for him and he uses Windows.
It also says it's got a US region restriction, just FYI.
It is the definitive best version while, when on sale, normally the cheapest, and that is when ignoring that it also contains all of BL:TPS.
ThePreSequel is a great game, but it got a lot of flag (also justifyably) for the season-pass giving so little content and the game in general being so much shorter than 2. But it is still a good game.
2K's mac keys work for PC Steam.
