Started out with points in hellborn until I hit my capstone, then put 10 in mania for reduced shield delay, and now I'm starting to build up to bloodsplotion.
He is incredibly fun to play and isn't very gear reliant if you plan to do melee. Shields like the Rough Rider and Flame of the Firehawk are amazing on him. My level 9 firehawk shield lasted until just before the warrior in normal, so you may be able to get some good mileage out of it as well.
If you want build advice, there are a few posts on either the gearbox forums or the BL2 reddit, I found them earlier when deciding my first character, and I searched for Krieg builds online. There isn't much to sift through but I found it useful.

I went all out on damage reduction skills and that carried me easily to about OP4 before enemy damage became a problem again.
What level requirement can I get rough rider to on the first playthrough before I start THVM?
Since the RR is mainly useful for the damage reduction, which is a fixed 20%, you don't need to worry about keeping it on level. Get a level 30ish one in normal and it can last you all the way through TVHM, or you can upgrade once around level 40.
