I would also recommend making a backup of your saves if something goes wrong
1) A "perfect" Sandhawk from "all Dahl parts"? Well maybe, depending what you actually want out of the gun. However, "all <manufacturer> parts" does not equal "perfect weapon" in all cases. I would suggest swapping parts around & seeing what you can actually get out of it that way. You may find that using a different manufacturer for a certain part will give you a better weapon than you would get with all "1st party" parts.
Gibbed's "duplicate" feature is great for experimenting by creating multiple variants of a weapon that you can compare side by side in game.
ETA: I opened gibbed to look at the sandhawk, & actually having all Dahl parts is impossible BTW; the unique barrel is by Bandit. This is quite common in uniques -- a gun is made by company X, but the part that gives the gun its special properties is made by company Y.
2) The different sights do not change stats on weapons, only zoom level & appearance in sighted mode. So feel free to put your preferred sight your gun, or even "iron sights", regardless of manufacturer; you don't have to be stuck with the Dahl sight if you don't like it. In fact... *cheat alert* .. by setting the sight part to "none" (not "sight_none", just "none") it will look the same as iron sights, but without any speed penalty in sighted mode. Very cheaty & obviously a gun modded in that way should not be used in pvp.
3) The prefixes are determined automatically by which accessory you have equipped (unlike 1st Borderlands where prefixes influenced stats), the only way to change them is to change that part. I think "flying" is from the "fire rate" accessory, not sure though. Anyway as I said above, experiment with variants to see which one you like best, you may a different accessory than the one that gives the "flying" prefix suits you better.
ETA: double checked & its from the "accelerated" bullet speed accessory, so you probably do want that, to compensate for sandhawk's slow bullet speed
4) Here's a link to a guide to weapon parts for all manufacturers & what stats each part influences to help give you a better idea what you might want to change on your gun to get the stat balance you're looking for.

Again, experiment & see what kind of stats you can get out of each gun, rather than getting stuck in an erroneous idea that "all <whoever's> parts" will automatically result "perfect" weapons.
