How Do I Know The HD Pack is Working?
I'm not really seeing much difference and performance isn't better and according to people it should be.

16GB of Ram

Textures are way more crisp. It's immediately obvious at Sanctuary on certain posters and all the little switches and things scattered around. Wall details that were previously a blurry mess are very clear now. Overall it just looks sharper and the blur is dialed back a lot.

Higher resolution textures usually make performance worse.
If your bottleneck is not a GPU but CPU or RAM than you wont see much difference.

PS: This game should work with 400-600fps on your setup as long as you dont go over QHD.

You should see a new splash screen for 2K. Instead of the one you're used to, with all the spinning parallelograms and bangy drums and the crackly voice saying "2K!", it's just a clean and simple 2K logo, on both BL2 and TPS.

I didn't realize how sick of those drums on startup I was.

Oh, and the graphics are much better, even on 1080p. The textures are more than twice as detailed in terms of pixel density. Walk up real close to a wood texture, look at the skyboxes, or the moon, or an NPC really close. No pixellation even up close.

I haven't run into that new logo so something is wrong. I restarted steam even.

Did you go to the store page and check the DLC list, and download the UHD pack? It should be around 7GB. Same with the pack for Pre-Sequel. Took about 40 minutes to download each, for me.

make sure you turn off depth of field and turn anisotropic filtering to the 16x

Even there are new physics effects on fluids, and they look really great.
