The standard mods can drop from pretty much anywhere and from around 20 or so - I have seen them that low before.
Raid bosses like Pyro Pete do drop the 'standard' mods regularly. Loot midgets, loot goon goliaths, red chests, the Mercenary Day train, all can drop them.
Legendary Sickle though, tubbies in UVHM at 62+.

Why do people farm for all (six) classes' Lege Class Mods (starting at Level 62+)? Well for one of two reasons I can think of.
Since solo players will prolly farm only for their own class' Lege Class Mods (e.g. Maya would farm her four: Lege Siren, Lege Cat, Lege Nurse & Lege Binder), there are some coop players who might prolly farm also for their friends' toons meaning for all six classes.
The other reason why any class once they've reached endgame of Level 80 / OP8 might farm for all six Lege Class Mods is so they can "warehouse" / "stockpile" all of them for some time in the future when they'll be playing that class(es). Have this helps ~ Have fun
