You don't have to play with other people. The game is built for solo play (with optional co-op). You can flag your network settings for several different modes, including a couple where you get to play solo.
But ... I've never actually tried to set Steam to offline mode and then launch BL2.
You can do that with BL1, but I'm not actually sure how it works in BL2. I know BL2 does a handshake thing every time you go out to the character selection screen.
I guess it's a question of what you're asking.
If you're asking if you can play entirely solo, then the answer is yes.
If you're asking if you can play without an internet connection, then I'm not sure.

So I'm not talking about updates, but whether or not there are features/adjustments that only apply when I'm online (aside from online co-op and stuff like that, obviously).
Sone obvious caveats. If you want to play any computer games with real live Steam Friends, you'll have to plug your internet back in to reach them online, just like if you want to receive any software updates/patches you'll need to go online.
Aside from those two occasional situations (which aren't limited to this game), you're fine playing BL2 offline. Steam actually has a switch which you should use for going offline, for playing offline, that can save you some time. >>> Upper left hand corner of this screen >>> Click Steam >>> Scroll down & click "Go Offline ..." When you need to go back online, reverse the procedure.
I hope this helps. There is one piece of system hardware that can benefit your offline gaming experiences ~ a fast SSD gives your system's stored software faster access than an HDD if you have the option, so you might wanna store your games on that drive (the one with a SSD). Have fun
PS I just remembered something we should cover ~ some games like BL2 offer another option for playing with friends/family offline ~ GBX calls it "LAN Mode" where your friends/family members are on the same system as you but on different stations with you all connected on one system via a Local Area Network. Like if you're upstairs in your bedroom at home at your system station and your three family/friends are downstairs at their three stations all on a LAN etc.
You can play the entire game start to finish without even logging into the internet
