Slot machines are a waste of time. Vending machines are not. Not every vending machine will have what you need, but you can find very functional items there. This is especially true grenades and shields when you are looking for something like a 0 fuse Longbow Tesla or Singularity grenade.
As you go through the game on the first two difficulties, Sanctuary, and all of its vending machines have a set level. Sanctuary will change upwards once (maybe twice, but I can't remember if another important story point causes it again) at a certain point on the first run, and will change twice on True Vault Hunter mode. The second (or third, depending) time on TVHM is when the main story line is completed, which will then scale with your level up to 50 iirc. Once in UVHM, Sanctuary will scale with you.
Point being is that all slot machines will drop weapons with levels based on the area's level. Except I can't say how One Armed Bandits work, I think they're tied with area level not enemy level, in the case you turn it into a SBA. Other areas with slots are The Dust and The Holy Spirits, among a few special ones at Moxxi's in Torque's and Tina's DLC.
The easiest way to tell is to just win a single weapon, if it is in your level range, go for broke if you want. Cash becomes utterly useless the farther you progress, while the game starts showering you in it.
One thing I played the slots for originally was for skin unlocks (which are account wide) or to a lesser extent, Eridium. Though there is a very low chance for a Legendary, which is sorta whatever, since you'll out level it fairly fast, or be able to farm it much faster from the enemy that drops it specifically.
