When is it stated that Jack didn't know about Angel's powers in TPS? I don't remember.
Yeah, I know, that seems counter intuitive, but that's the way it is. See, BL1, and BL2, those are events we see as they happen.
BL:TPS isn't something we see as it happens. BL:TPS is a story, told by Athena. She tells that story after the events of BL2. In the story she recounts events that took place before BL2, but that's not the same as living through it.
Yes, it's a game, yes, you play the main character, but it's not the same as the other two games. We're listening to a recounting, told by a person who's desperately trying to convince her judge (Lilith) not to kil her. Lilith saw some of the story herself, first hand, so some of it she may be able to verify as true (or at least "true enough"). But some of it she didn't see (or she wouldn't have wanted Athena to tell the story in the first place).
The parts Lilith didn't see, we don't know if Athena is actually telling the truth. She may be lying through her teeth. Or, she may be telling her version of the truth, which will be colored by her own actions, impressions and goals.
Anything that happens in BL:TPS is of questionable veracity.
The timeline of events is Borderlands, Borderlands the Pre-Sequel, Borderlands 2 and Tales from the Borderlands .
Jack was a "code monkey" working for Hyperion during the Borderlands time line, he sent a satellite to Pandora. Angel used it to communicate with the Vault Hunters.
TPS as explained above is a story told after Borderlands 2, but the events of the story took place between Borderlands and Borderlands 2. Thus the name Pre-Sequel, it's a sequel to Borderlands and a Prequel to Borderlands 2.
Jack DID know Angel, she was his biological daughter.
edit: It's been a good while since I play Tales From the Borderlands, I think there may be some overlap in timeline with Borderlands 2 and Tales From the Borderlands.
