You should have profile.bin and save0001.sav etc here.
Documents\my games\borderlands 2\willowgame\Config
You should have your *.ini config files here.
Nothing, if they are where they belong, they are there, if not then something is preventing them being written. If your config files are where they belong then the game should find them.
Start looking at your system to determine what is preventing it. You should find them here.
C:\Users\<your name on the pc>\Documents\my games\borderlands 2\willowgame\Config
Save files and profile.bin should be found at.
C:\Users\<your name on the PC>\Documents\my games\borderlands 2\willowgame\savedata\<your steam id number >
I know that Bit Defender prevents Borderlands 2 writing because Documents is a protected folder
See if the game will load.
