Okay so picture this: you're firing a harold, you pause, and you can see where the projectiles are right now. With hitscan weapons, you fire once, and you can never pause to see the bullets.
Lets say your standard projectile in BL2 travels 100 meters an hour.
Hitscan weapons aren't like projectiles though. With them, you could fire at something all the way across the map, and the bullet will hit instantly. No travel time at all.
That said, I think lasers in the Pre-Sequel are hitscan weapons.
There's a lot of this game that's built on bullet speed and travel time to target.
Torgue weapons for example are actually gyrojets. (or ... simulated, virtual gyrojets at any rate). And as Hunter pointed out, there are even skills that specifically impact bullet speed).
