There are many good Sniper Rifles, but... One of my favorites has to be the "Barking Storm". You don't even have to be an accurate long distance shooter.

Jakobs Hawk Eye can produce the highest damage with crits. It has a 580% to 600% crit bonus.
The highest single shot damage sniper in the game is the Jakobs Elephant Gun. No telescopic sight and very slow.

The "most powerful" (= highest base damage per bullet) level 80 / OP8 sniper rifles I've ever gotten in a few thousand hours of this game all shoot at equal to or better than 1,500,000 dmg per bullet. This list includes Gromky Patriot, Tikope Buffalo, Hiyu Cobra & Kuul Trespasser. Typically, the trade-off for highest base damage is significant for other desirable aspects like highest critical chance per bullet such that I've never found both of these highest aspects in a single gun; so if your priority is criticals not damage my four best list will be completely different than the four I've listed above for damage. It's also worth saying that the class you're playing can have certain skills benefitting sniper rifles so it's important for you to check that as well. Have fun (y)

Pimpernel is the highest single shot damage sniper in BL2, if you can manage the "sweetspot" on this weapon.
Snider (w/ Maliwan barrel), Muckamuck, Skullmasher, Hawk eye, Longbow and even Morningstar are also solid sniper rifles with high OSOK potential.

As far as I remember Hyperion stock gives more accuracy and faster recoil recovery, while DAHL stock gives "strong" recoil reduction and faster recoil recovery, that's why I prefer DAHL stock :D
