GOTY does have DLC but does not automatically install them ... in case you are short of storage, I suppose.
Edit Also worth noting that you enter DLCs when they are installed through the fast travel map. Look for Oasis in the top right of the map to start the first dlc.
Also GOTY DOES NOT have all DLCs. The ones which aren't included ( 5 headhunters and Vault Hunter Upgrade pack were released after GOTY )
What to in-game, previous speaker was right. You enter DLC via fast travel stations:
Oasis- Pirate's Booty DLC
Hunters Grotto- Hammerlock's big hunt game
I can't remind myself other 2 names of DLC Locations.
Also, no one here said GOTY had all dlc. The important one it doesnt have is the UVHM upgrade. The main dlcs are best done in order first time through. Start with Oasis.

On my Steam interface I can just select it and look below achievements and see the DLC, I can right click the game and select view downloadable content or I can right click and select properties and then look at the downloadable content. If I right click and select view downloadable content, it displays the same thing as going the properties route.
Every options are on to download, so i don't know how to solve that.
Edit : exactly the same problem for Borderlands The presequel.
Do the same thing, make sure they are selected, then verify the game contents (right click the game, select properties, go to local files tab and click verify integrity of game files.
