How about lore?
Borderlands one is a game where you play the hero.
Borderlands 2 is a game where you play the hero.
Borderlands: The Pre-Sequel is a story told TO YOU, by Athena. Athena is the hero. The story Athena tells takes place BEFORE BL2, but she tells it AFTER BL2, and it contains spoilers for the BL2 story.
(It's still a Borderlands game, you still play the hero, but it's set inside a framing story).
So ... Play BL2 first.
Most of all, BL2 is just more fun, and TPS has a slow start that may put you off before it gets good. Parts of TPS are mainly fan service while BL2 fully stands on its own. BL2 has the real full-on crazy humour, TPS is disappointing there too.
So yes, definitely play BL2 first.
Once you get used to the double jumping and slamming and low gravity from BL:TPS
Playing BL:2 again feels so weird, so play BL:2 first haha.
