not to mention, according to Borderlands Wikia, the Hornet supposedly receives grenade boosts as well

Ignore the shock damage. He has only one COM that adds ELECTROCUTE damage, the damage ticks over time, not SHOCK damage, which is both impact and DoT. His Shock Trooper COM's electrocute stat, while fun to use for its skill buffs, is weak as hell, even in the lower difficulties. Not sure wtf the developers were thinking when they laid that one out.
His Specialist COM, the one that boosts SMGs, is also widely considered to be one of his weakest COMs and other than a minor accuracy boost to SMGs, he's no more proficient with SMGs than any other character.
People often immediately say "explosives!", when in fact they mean to say "grenade damage!" Explosive damage and grenade damage are not the same thing. It's kinda hard to explain, but some weapons do impact and then grenade splash damage. Pretty much all Torgue weapons are considered grenade damage, the "bullets" they shoot, hence why Torgue is often recommended for Axton. But other guns, such as plasma casters, Maliwan pistols, and Dhal's Hornet, shoot projectiles that are boosted by grenade damage; their bullets have a splash damage effect, which grenade damage boosts. Here's a link to help put things into perspective:

Anyway, Axton can pretty much rock anything. As you can see in this thread, folks straight away recommend explosives/grenade damage. But he's not just limited to that. He's one of the best characters with Bee shields, capable of keeping his shield charged in the blink of an eye. He's arguably the best, or tied with best, with Tediore weapons. Hyperion weapons can also be really fun with his Metal Storm skill, effectively turning a Hyperion SMG into a laser gun.
