When do i unlock Lynchwood?

I'm lvl 25 and im up to Data Mining and i still dont have it unlocked

IIRC, it's not so much a matter of unlocking it as it is matter of finding the place.

if you know where the entrance is ment to be and it is not there, go and try doing all of bricks side missions.

there is a quest outside moxxis entrance for the bane do that and get the quest from overlook for the hyperion contract as well it will take you to lynchwood

I took a level 8 or 9 character to Lynchwood once, it's just a case of finding it.
Go in to The Dust, past Elie's, once you are getting close to the other end of the map, go left and you should find a train staion.
The Bane takes you to Lynchwood
Clan war ends taking you to the train station.

An old echo recorder lying near a dead body outside Moxxi's in Sanctuary gives you the optional mission The Bane which leads you to Lynchwood. Once you arrive at Lynchwood for the Bane and look around, start paying attention to the Lynchwood bounty board which gives you further missions in and around the Lynchwood maps which are pretty big.
