Keep shooting into the ground near him, to keep him aggressive. Run and shoot the ground until you get back to Tina's workshop with him following you.

If you happen to be playing Gaige with Close Enough skill active, fire the rounds into the air while standing nearby him to keep them from being reflected into him.

shoot him every now and then, stay close enough to him so that he actually chases you. If your gun does too much damage, change to a different one. You don't want to kill him =.

the thing is, he immidiately stops at the start of the bridge and just freezes then runs away.

I've successfully lured him many times without ever hitting him once, with the method I mentioned. The same principle applies to varkids you're trying to get to level up via pod, you need to keep them aggressive without killing them.

On the bridge thing, you probably just got too far away from him, you need to stay close and keep his attention.

Get a White quality repeater pistol (NOT a Torgue) and shoot the ground near him, frequently.

Jump on him to do minimal damage.

...you can also hop to e.g. Liar's Berg, grab the crappiest pewpew stick you can get there from Marcus' vending machine - or some bandit, if they happen to drop one. Then slot that and use it to shoot the 'stick with some impunity... ...he'll be good enough for the intended use with 1 HP left.
