Best Bandit shotguns: Sledge's Shotgun, Jolly Roger.
Best Jakobs shotguns: Orphan Maker, Striker, Non-unique Coach Gun, Twister.
Best Tediore shotgun: Omen.
Best Torgue shotguns: Non-unique Ravager, Swordsplosion.
Some guns are better than others depending on what vaulthunter you're playing as.
Jakobs Grip and Hyperion Stock with.. maybe a Sight of your choice.
You now have a sniper-shotgun-ar which has the highest single shell damage (Note it's shell, not shot) in the game.
Guns need to match your playstyles to be good. If it doesn't match, it's not the best.
I implied playstyle, as having fun. People love Torgue shotguns on Grenade Axton. Me? No I hate them so much as it severely linits crit damage and effective range. Sure I can shread. But why should I try using a weapon that I don't find fun, when I can just go farm a new gun of what I used to use?
You are all missing the best shotty in the game - the 1340.
Seriously though, the Butcher is more useful than the Carnage imo, and does seem to drop more often. Also, the Butcher cannot kill you like the Carnage will if you try to kill an enemy who is too close. Do not use a Carnage for the 'Open Wide' challenge. :) The Butcher does work very nicely for this one though.
The Striker is the one to use for the Shotgun Sniper challenge. The range of the thing is impressive. No other shotty comes close.
In general, I like the assorted Jakobs shotguns. Anarchy Gaige wielding a Jakobs Quad just makes enemies go away.
Torgue Ravagers do work very nicely, but their slow fire rate and reload are a definite downside. Certain enemies can close the gap to you very quickly and if you are in the middle of a slow reload, you can quite easily end up in a Very Tricky Situation.
Striker is good, but I have an easier time hitting crits at a range with Conference Call and Butcher.
Torgue Ravager's reload speed barely matters to me, and the damage makes up for the fire-rate. I can easily two-shot enemies without needing to aim for crits.
