Anyone know how to get the 'Dahl Efficiency' skins?

I find that the gun manufacturer-based skins appear quite often in Marcus vending machines (e.g. Dahl Elite, Tediore Customer Service, Tediore low price, etc.) and the slot machines, so maybe that could boost the droprate. I can't say for certain, but it's better than nothing.

The Dahl Efficiency skins were probably originally intended to be challenge rewards, but somehow never made it onto the list. In theory, they were converted to (very rare) world drops with the October 2015 patch, along with the Community Day skins.

I've never seen any of them drop myself, but supposedly it's possible.

what are the best places to look for random world drop skins?

Raid and story bosses often drop these (Pyro Pete, Terra. etc.) but they also have huge loot pools.

The various badasses have a higher chance to drop skins, so are probably a better bet if you want to try and farm for them. I have found some rarities from them.

Terra has dedicated heads and skins in his loot pool. I am not sure if this includes world pool skins. Finding Terra's heads and skins is bad enough.

pete is good to farm its not hard and its have large loot pool
