Boll not spawning

do i need a quest for boll?
if not why isnt it spawning?

You need a quest to hunt down Boll. After you done that quest you can farm him for the Fast Ball grenade mod.

Boll will only spawn after you do the 'In Memoriam' mission from Lilith.
