I prefer tubby hunting in the Dust. There are a lot of potential tubby spawn points - basically any of the areas that spawn spiderants can spawn tubbies. I have found them at every one.
Start at the fast travel near Ellie's garage - check the two spiderant spawn points outside the front gate. Tubbies can spawn at either of these. If nothing, head out behind Ellie's garage and head to Boot Hill. Lots of spiderant spawn points along this section. Don't rush through as you will often find tubbies as secondary spawns, basically Shoot Everything. The bandit / marauder camp at the end will see a lot of spiderants being spawned, and you do find tubbies here. They are often secondary spawns after you have cleared the place a bit.
Kill Gettle and Mobley in the church yard for the Veruc / Lyuda, then get a vehicle at the catch-a-ride there. Drive round the other 8 spiderant spawn points from there and end up back in Ellie's garage. Farm the Zaffords / Hodunks and MacNally in passing if you want to be thorough.
Save and exit and restart and do over. Tubby hunting can be a grind - I usually reckon on finding one every 4 or 5 runs. I have seen as many as three in one run, but that is very rare. I have seen double spawns on more than one occasion, which is fun :)
Frostburn Canyon has seveal spiderant spawn points and you do find tubbies there as well. Then there is Three Horns - lots of skags, the Highlands - lots of stalkers, the WEP with skags and stalkers, Arid Nexus with lots of skags, Caustic Caverns for assorted badass varkids including tubbies, Tundra Express for varkids, Unassuming Docks for reasonably common tubby bones, Sawtooth Cauldron for very rare tubby midgets. Lots of places to visit if you are tubby hunting.
It is a grind, but the class mods they drop are very good. Some of the pearls work quite well too.

No, they can't. There are (at least two) sets of Legendary class mods. The oldest ones can appear at any point. The newer ones (which are the subject of the thread) only appear at level 62 and up.
