Your progress is saved via two methods. Quest completion (progression) and by reaching Fast Travel stations (way points).
You can always save and quit anytime you want. Your character, and all your gear (and your quest progression) will always be saved. But no zone is EVER saved. All zones (and even most bosses) will respawn when you reload. Additionally, you will always respawn at the last Fast Travel station you touched before logging off.
(There are a couple of exceptions, but that's the basic concept).
There ARE some save points within each zone. If you die during a play session, you will respawn at the last one of those you passed. Those are NOT saved when you save and quit the game.

I love Bioshock, but it is absurd to hit your enemy, escape and save your progress, then you come back and nothing is restarting like on Dark Souls or Borderlands.
I guess I will replay again Bioshock saga, but I saw Borderlands the collection on an offer and maybe Bioshock have to wait.
Loot is highly randomized, and re-running areas (hoping for better drops) is a key aspect of gameplay. If you're looking for a more traditional RPG experience (where the world changes as you progress), then this might not be the best choice.
Have you tried Divinity Original Sin? Pillars of Eternity? Skyrim? Those are more traditional RPGs.
I prefer something like Borderlands, shooter and rol mixed than a pure rol game. And I do not want to play a game like Destiny 2 again, where you die and respawn in the same place with the same progress, there is not any punishment...this kind of casual things that can ruin an experience.
I want games with check points: Gears of War, Uncharted, Oldest Resident Evil, Dark Souls, I mean the classic way.
I played Final Fantasy IX PC version an it was so casual...same thing on FFXII the zodiac age, it only had required maybe 2 or 3 save points in only one area that was really big and uncorfortable, but not auto saving each time you change the area, so?, where is the challenge?
And so on...nowadays it is the rule, easy games everywhere, take it fast and buy another one.

Well, there are still hard games out there. Borderlands 2 is a perfect example. Solo your way to OP8 and see if the game doesn't challenge you. BL2 has three difficulty modes. Normal is just the tutorial. TVHM is barely more. UVHM is (as many say) where the real game begins. And then there are the OP levels beyond that.
A lot of games have very easy introductory modes, and then become much harder.
