Mind you, it's probably more fun to move on to TVHM. By the time you finish the main story line in Normal, there won't be too much challenge left in doing the side quests.
Not sure aboubt Bl1 because i haven't played
I see no reason it shouldn't work. There's nothing happening in the BL1 end game that could effectively block any side-quest. But, imho, the optional missions are best done as soon as you get them. Pretty sure the rewards are scaled on the mission level, not yours, and thus, if earned later, become useless.
Maybe wait until you have the appropriate level. I'm not sure as I tend to take my time exploring and usually end up with a high enough level.
