Given that Oasis baddies are level 15, I'm assuming you are still playing in NVHM. This means that at L40, you are 10 levels above what you should be to start the second play through, TVHM.
Stop playing DLC and begin the second play through now.
If you intend to play in the third play through (UVHM), it will be VERY important to start it no higher than level 50.
The level rule for finishing the first two play throughs is 30/50. While the former target is softer, the latter one isn't.
If you remember the 30/50 rule, you'll focus on the story missions primarily. You'll use sides or DLC in a given play through to adjust your level as needed - say, should you be underleveled for a particular map or mission fight like Bloodwing.
You should have no issue in starting TVHM at 40, but you'll want to keep an eye on your level so that you defeat Jack and the Warrior as close to level 50 as you can be.
There are very good reasons for this latter number.
There will be plenty of time to do all the DLC in UVHM.
The DLC's level will be the same level you were when first entering it within these constraints:
Normal: Scarlett is min. 15 and max. 30. You probably visited the location at level 15 or lower.
TVHM: I'm not sure if there's a minimum, but I think it's 30. Max is 50. But once you beat the Warrior in TVHM, everything in TVHM will be scaled to level 50.
UVHM: Everything always scales to your level, so no worries there.
