getting fps drops on "good" pc
Specs
I7-3770k
GTX 1060 6gb
16gb ram
Windows 10 OS

All settings are on high except for physx which i've set on low, the fps can go down as low to 40-50 fps in areas like the fridge and opportunity. Can anyone help?

It's pretty much the amount you can expect with your hardware.
Don't forget it's a directx 9 game, you will never have high fps all the time.

When i had my 980Ti i managed to squeeze few more fps by setting Unlimited FPS in game, disable VSync ingame.
Then head to Nvidia Control panel, choose BL2 on the specific application settings, then set Max Pre-Rendered Frames to 1 (be careful, not the VR one) and force V-Sync.

In game lower to medium the Physx to gain couple more.

Now i'm on a i9 9900k and a RTX 2080 and trust me, i have fps drops anyway on Borderlands 2 (from 240+ to 160 in some game zones or during combat).

Why you need 240+ FPS??

I don't, but that's where my pc goes. And it's a good way to show him even high-end pc's on BL2 heave frame drops.

its a known issue with heavy physx locations, even my GTX 1070 drops to 40 - 50 in some locations but most of the time I am 100 - 144

i already said that the physx is on low which is pretty much the same as if it's turned off as there is no off option for the physx setting.

I am also getting huge fps drops from 90 to 40 with 1070 here, its because of the physx i have it on low even with some cfg tricks there is no way to have steady 60fps... Developers are too lazy to implement a fix

huh, i guess i'm not the only one who's having this problem then. They should really fix this issue in the next patch (if there is one) or something because it's really annoying, especially when i can run other better looking games with higher framerates.

Game is broken. I used to get smooth 110-120 fps with gtx 1060 6gb, reinstalled the game and now I am getting around 10 fps with same settings. It is like slideshow. Anyone has the same problem?

No future patch planned, it's a 2012 game.
Still worth to play even with 50 fps.

i heard that they are still plannig to add some new content, like rainbow weapons and stuff, idk if it involves fixing fps issues too tho.

I might be wrong but i think Rainbow rarity is included in the UHD patch we already had with the Ultra HD Texture Patch?

I had FPS issues as well. Put PhysX on low and try to change some settings in ini. I just searched the forums and google and found bunch of the lines you gotta change to make the game run smoother.
Anyway after doing all of that my game rarely dropped under 60 FPS, never in combat, only sometimes in "heavy" open ares with a lot of buildings and stuff like the Torque forge for example.
Also putting FPS to unlimited is bad idea if you got drops under 60. FPS drop from 60 to 50 is annoying, but FPS drop from 150 to 50 will cause huge lag, maybe even minor freeze. Besides if you got 60 Hz monitor, you don't need more. Just be sure to turn on V-sync in Nvidia control panel. I heard V-sync in game settings causes lag and FPS cap to 60 will not prevent you from having screen tearing or other related issues.
Also you gotta remember game is pretty old by todays standards.

I7-3770k is a 7yr old CPU that runs ddr3 ram. The game isn't optimized or use physx well. Then win10 itself is a resource hog. GTX 1060 running ddr5 ram is bottlenecked by your older CPU and system ram.
