It's made to make the game run smoother by not having a huge FPS drop everytime you go to a different area by loading the low quality then, when the higher quality is charged, it switch to the high quality. It mostly use your CPU.
[Go to start, then run (or windows key +r) then type]

[Search for the following by going to Edit, then Find or (control+f)]
MipFadeInSpeed0=0.3
[Change to] MipFadeInSpeed0=0
MipFadeInSpeed1=2.0
[Change to] MipFadeInSpeed1=0
