UHD Textures not loading instantly
After loading an area textures start rendering from pixelated ones to UHD for couple seconds. Is this normal/common?

Could be a RAM issue or it might be hard drive or a combination of both.

It's an option called "Texture Fading".
It's made to make the game run smoother by not having a huge FPS drop everytime you go to a different area by loading the low quality then, when the higher quality is charged, it switch to the high quality. It mostly use your CPU.

SSD/8 RAM

Disable the stream texture option in the settings.

[Go to start, then run (or windows key +r) then type]

notepad "C:\Users%username%\Documents\My Games\Borderlands 2\WillowGame\Config\Willowengine.ini"

[Search for the following by going to Edit, then Find or (control+f)]

MipFadeInSpeed0=0.3

[Change to] MipFadeInSpeed0=0

MipFadeInSpeed1=2.0

[Change to] MipFadeInSpeed1=0
