Maybe try do a search in (steam cloud not saving) and see if any of those can lead to a fix.

Dunno really else i would try turn off my cloud saves for this game shortly and delete my steam appcache files and same inside Documents\My Games\borderlands 2\willowgame\savedata
then restart steam and launch game again "wait until it fix missing files play and see if it works.

If it did then i could turn on the cloud saves again (since if the cloud saves gets bugged) then they will always load the faulty/bugged files no matter how many times you uninstall/install or verify game data "not sure it helps but worth a try

Note: Remember this game can be played offline! which means it not should be any server error or really can't be, but instead a software error so its either in the game files or a file controlling saves in steam games 'more 1st one for this game i think

I've never experienced it, but lots seem to have permission issues with their save folder and either Windows secrurity or some 3rd party antivirus. Check permissions on the relevant folder and it's files.

Bit Defender Antivirus and OneDrive will cause problems. Bit Defender seems to mess with permissions for the save folder. OneDrive will take over your My Documents folder and cause all kinds of havoc.

Uninstalling OneDrive and disabling / uninstalling Bit Defender should do the trick.

It could be that the OP is new to the Borderlands series and hasn't got his head around the way the game does saves - mission based etc.
Until they give some more details as to what they mean by not saving...

Windows Defender, in windows 10 have a new option called "controlled folder access".
This new function block the access to "my documents" folder to any not recognised application.
Borderlands 2 is not recognised.

To be able and save again, head to windows defender and untick the "controlled folder access" option.
As alternative you can install any Antivirus that take charge of that function, Defender will disable that function automatically if another AV is in charge of it.
I'm using Bitdefender Free on one pc, and McAfee LiveSafe on the other, i can save with no issues.
