If you restarted the map you will have to retrace your steps.
Missions can't be reset normally, without resorting to external programs. There is a save editor called gibbed that will let you reset individual missions. I have't done that before so can't offer you more than that.
An alternative would be to join someone else's game at the very beginning of the mission and then complete it in co-op. That should fix things when you go back to solo.
Try asking for someone in the Looking For Players section. I don't have any characters at that stage at the moment, so I can't help there.
There are two Bruisers there (whom you can't damage). If you walk all the way in, it'll trigger a cutscene and the Firehawk will appear.
If you have done that and it hasn't progressed, then my next suggestion would be to Save&Quit, and then Continue. Yes, you will have to start from the beginning of the zone again, but restarting like that usually clears up any glitches in quest progression.

If that's the case, and you still can't get the quest to progress, then I'd probably try using the Save Editor (Gibbed) to uncheck the quest and take it again from the start.
But if you do decide to go that route: Make a BACK UP first, before you do any editing. That way if it doesn't work, you can just switch back to your original save.
