You need that DLC to get to 80, and 80 is where the OP levels now start.
The game is 7 years old ... 72 was the level cap for years.
This new DLC was added as part of the pre-release marketing for BL3.
And as Vuyek said, it was free for the first month it was available.
If you think it's too expensive, then I suggest waiting, the price will probably drop soon, since BL3 is now available.
Other than that ... dunno what to tell you. $15 USD does seem a bit over-priced to me, but it's also only $15 USD, it just doesn't seem like that much of a big deal to me.

Almost all the endgame stuff had been released as a DLC once...
...like UVHM, the DLC maps ofc,...
...also Mechromancer and Psycho. It's the modular monetization modus Gearbox cherishes...
...make a base thing (pretty good in the BL2 case), then sell stitched-on upgrades for midprice money, to hand them out for single digits later, and then as part of an ever growing "State of the Game"-bundle.
In the case of Commander Lilith and the Fight for Sanctuary, I assume they want to get some extra money from the people who are yearning for moar after they hopped onto the BL3 hype-wagon...
Do I like what they did well in the case of Commander Lilith DLC? No. Even though I actually got it for free. Do I think that its price is right? Neither. But when it'll be on sale for single digits ($/€), that's an OK price to pay (for the content and added stuff). And "enticing" returning old-timers to buy it by stapling another 8 levels on to get to OP again...
... is at best a typical stunt like others we all know from the Randy Pitchfork. *shrug again*
the issue is that gearbox intentionally broke the leveling system by forcing new content onto players that for one reason or another did not buy the latest dlc and there is only one reason for that, force players to spend more cash and its appalling to see how some people chose to defend this.
The issue is also the false advertisement gearbox does, i cant gain overpowered levels as gearbox have advertised and is still advertising.
I sure as hell wont buy bl3 when gearbox treats players like this.
