The Season Pass is an obsolete product. It does not include the Commander Lilith DLC. Regardless of what it does or does not include, you should NEVER buy it. All of the content contained in that package is also included in the GOTY package, plus other content.
Buy the GOTY version (even if you already own the base game (although waiting for a sale is better)).
Or Buy the Handsome Collection (when it's on sale, the Handsome Collection is the best deal available and includes the largest amount of content). The Handsome Collection is also a special bundle that gives you a discount based on any content you already own.
The Handsome Collection includes ALL BL2 content that was available on or before December 31st, 2017 (and also all BL:TPS content as well).
Since the Commander Lilith DLC was released on June 9th, 2019 it is NOT included (in the Handsome Collection) and must be purchased separately.
Since the Commander Lilith DLC is part of the promo (and/or introductory) content for BL3, I would expect it to start to drop in price following the release of BL3 in September. Failing that, there are sales (on Steam) at the end of October and in December.
