The pre-sequel begins BEFORE BL2.
So it just depends if you want to play them in order they were released, or the chonological order of the story.
The best order to play those games would probably be:
BL2 (without last DLC) -> TPS -> Fight for Sanctuary
The framing device takes place after Borderlands 2.
TPS also happened somewhere in the middle of "Tales" timeline, but without spoilers.
BL2 (without last DLC) -> TPS -> Tales from the Borderlands -> Fight for Sanctuary

If you want the whole "Story"
Theb play BL1, BL2, BLPS (Becaus technically BLPS is based after BL2 and TPS is all a flashback) then TFTBL and finally BL2 Fight for Sanctuary.
I don't see why that had to turn into an argument...
Play BL2 first.
BL:TPS is a story, told by Athena at her trial. That trial takes place AFTER the events of BL2, and contains major spoilers for the BL2 story.
In my personal opinion, BL:TPS makes more sense if you've played BL2 first.
Have you ever played borderlands 2 at all? If not then play that first as there are characters and references made in TPS that would make no sense to someone who has never played BL2 if you have played BL2 before then I suppose the choice is yours.
