The GOTY gives you almost everything for BL2. The only things that are omitted are the things developed and released after the GOTY was released.
The Handsome Collection bundle gives you absolutely Everything for BL2, except for the newly released free DLC. It wasn't around when the Handsome Collection was created so hasn't been added to the bundle (yet).
Oh yes, the Handsome Collection also includes Everything for the Pre-Sequel as well.
Two Complete games. Really, why are you asking the question? The Handsome Collection is a no-brainer. If you like the style of the game and the gameplay etc, the Handsome Collection has enough content to keep you amused for hundreds, if not thousands of hours.
