No, the DLC will be in the 30 to 50 range, if you're 35, it'll start at 35. The level of a DLC is set the first time you enter it in that particular difficulty.
Normal mode runs from 1 to 30(ish)
TVHM is 30-50
UVHM is 50 to 72
If you want the game to be challenging again, you're going to have to. Move on to TVHM, and play the main story. Skip any and all side quests (unless there's a particular weapon you want).
Instead of doing the side quests, do some of the DLCs. The DLCs are always active. You can use the Fast Travel station in Claptrap's place to go to any of them even without doing the story.
Captain Scarlett and Mr Torgue will probably give you 3-5 levels each. Sir Hammerlock is worth about 10 levels in TVHM (if you do everything). Tiny Tina is probably about the same.
