one tactic i use for that quest, is to kill the Skags with the Runner (bonus if you use a Bee shield)
edit : just remembered something regarding getting the Capacitor. drive the Runner close to where you have to open the panel, then hop back in the Runner after opening it. drive back up the road a bit to give yourself some room, and keep killing Skags til one drops the Capacitor.
this is after you kill all the other Skags before you get to the panel..

I'm betting you maybe playing on either a Linux machine or a Mac? If so, this game's publishers TTWO usually choose a company called Aspyr to develop / port their titles to Linux and Mac systems. Rabids can be challenging, especially when being swamped with multiples. But you can mitigate this to a certain extent by how you play.

Slag, movement and patience are key to dealing with rabid anything. Movement especially.

I play all the time. It's just that every time I try UVHM I quit within a couple of hours due to frustration. I can only go SPLAT! so many times.

Weapon slot 1 is a green level 53 Ornery Gatling Gun. Don't really like it but it's the best I've gotten so far.
#2 is a blue level 53 Granular Synergy.
# 3 is a blue level 53 Fire Fire Stret Sweeper.
#4 is a purple level 50 Ruthless Vanquisher. Which never seems to hit anything I aim it at. I think they pass right through the target. Maybe it's like the Cannon (another weapon I dislike) and I have to aim it at the ground.
Shield is a purple level 51 Augmented Adaptive Shield.
Class mod is blue Level 53 Merciful Nurse. +6 Restoration, +5 Sweet Release.
Relic is a blue level 50 Strength, +25% Melee, +25% Override Cooldown Rate.
Storm Front and Rolling Thunder are both level 52.

I loathe Rabid animals with the strength od a thousand burning suns. One I can handle. Three at once? I'm boned. It's like trying to stop three runaways trains at once. That the encounter generator does such things is really bad design.
Not knowing your build or level, I went ahead and ran Three Horns Valley at OP8 with Maya. I'm guessing that you are at a lower level. But since the OP levels are more difficult, it should be a good indication that something similar can be accomplished even more easily at, say, level 55 or 60 (since your skill level remains on pace with the baddies you face).
I went into my stash and chose a fire plasma caster (could have used a regular Maliwan fire smg as well) and Gwens Head, along with a Scheming Warder COM. A regular Cat COM would have worked too, perhaps even better, but I tend not to be a min-max player. If one can work with a wider variety of gear than just the "best", you will get a lot more out of this game.
The singularity seen in the clip below is one I already use regularly. A Ravager shottie helped as I went through the map enroute to where the capacitor is found (and this clip starts) and cleared out the pockets of baddies one-by-one.
The Rubi was mainly used for slagging when needed during phaselock cool down.
I captured a video to demonstrate the rabid part of this run. This is quick and dirty, and certainly non-textbook. But it should demonstrate at least one way of approaching a multi-rabid situation as Maya with regular kit. You can do this!

I've found that the main key to success when running the game solo in UVHM and not relying on legendary kit is to be patient and not to rush. Clear out pockets of baddies one-by-one. Try to pay attention to the baddies you can see, and recognize that often the game will throw additional, often tougher foes at you once the first few are triggered. The game uses spatial trigger points to spawn in your opposition. Baddie difficulty often increases over time the deeper you go in a single spawn.

Blight Phoenix is a waste of points.
Vladof pistols can equal, even surpass some SMG's.
What's the percentage on the shield ?
ditch the Relic for elemental ones.

wow Bring, how did you manage to get all those Rabids to spawn ??
Both times I had multi-rabids spawn.
The first run, I had two rabids spawn in the skag patch you hit nearest to the Fridge entrance. They were much harder to deal with using the Storm Fronts. In the absence of singularities or Quasars, those 'nade mods are better for rabid stalkers with their UVHM shields.
In short, it just happened, consecutively. I hadn't reset my story, meaning that the steam pump mission had long been completed.
dunno if this'll make you feel better ( Worse? ), but i just went through the same area with my level 55 Siren. and i only got 2 Rabids to spawn, on different runs. did 5 runs total.
