Hyperius Not Respawning and Norfleet farm?

So I got back into BL2 recently and was checking out some guides for best builds/gear. The Norfleet Rocket launcher came up and is said to be farmed from Hyperius who I had not farmed before so I checked some guides and went off to farm.

I killed him NP the first time and then went back through the gate as was mentioned in guides and shown in videos. Expect when I headed back into the arena Hyperius was not there. I thought maybe I didn't go far enough so I walked all the way back to the spawner station yet still no respawn. Am I missing something or was this instant respawn of his patched out?

I really would like Norfleet but seems like a long walk to get to him each time compared to other farms and I've heard drop rate is such it could take a lot of runs. Any other easier was to get Norfleet would be great.

EDIT: Checked out my quest log and seems I never finished it on my original play through. Had quest and killing him completed it. Turned it in and he respawns now. Thx

Ok seems walking back isn't even an option as just reloaded and the door is locked and won't open after leaving the area and coming back. Even exiting to main menu and coming back finds the door still locked??

After finishing the main quest line of that DLC and turning it in to Shade in Oasis, a new quest becomes available: Hyperius the Invincible. For Hyperius to keep re-spawning, like you mentioned, you need to complete and turn in that mission first.
Hyperius has a large loot pool and drops a variety of legendaries, one of which is the Norfleet. It may take you a while to get one.
