The Minimum requirements are for 1080p gaming, and the Recommended requirements are for 1440p so you should be ok for like medium settings

cpu phenom ii x4 965 be (still waiting black friday for buying mobo cpu ram and a good case)
8gb ram :v ?i can run ark on high/epic at a decend fps 50/70(depend on the map,aberration 30/40 lol) if that matters (super heavy game)

Potato. Your system is a bit below the minimum specs. You will be able to play it at low resolution, I think only, less than 1080p.

Think it would be possible to run the game at 720 with a gtx670? Minimum is 680 so may not even start.

The AMD Phenom II 965 is below the minimum specs. I had it and its not a strong processor.

IF you are still looking for the mobo, cpu ram and a case then the FX 8350 would be the minimum processor usable with this game and can be had easily.

You need to try.. those recommendations specs are what they use for testing the game, maybe it will work normally on 1080p..
Btw for the guy who say my pc is a potato... it isn't, yes the cpu is old but is not slow, it will run all games at a decent 50 to 90 fps (not stable but for ME is playable im not that fps greedy)

Barely. Your main issues here are GPU and CPU. You can get by with 8GB of RAM, just don't expect to multitask with ease, especially if the game is a resource hog. Load times could be an issue for you if you're still using a mechanical drive, so upgrade to an SSD if possible. Upgrade all the things I mentioned above and you're good to go.

if somebody had told me the pc i had when bl2 released would still meet minimum specs for borderlands 3 i would be very confused

fx8350, gtx670 16gb ram. my gpu was slightly under the mark but still this game must be pretty well optimised.
