Does this guy even exist? Every time I hit Sanctuary, I make a round where he's supposed to spawn and he's never been there. Closing in on 400hrs looking for him lol. Is he spawning at certain parts of the story?

Yes, he does exist. I happened to find him in the Crimson Raiders HQ just by accident.

He can spawn at any point from the first time you hit Sanctuary and all the way to OP8.
If you are after him, it is easy enough to do a circuit to check his spawn locations, restart and repeat.
I start -
Under the stairs in Scooter's garage
Dr Zed's
Next to the echo vendor
Crimson Raiders HQ
Marcus' shop
Moxxi's, near the bar
Opposite to where Daisy stands, between Moxxi's and Scooter's place.

Keep doing the circuit until he spawns.

He's kinda rare but I did find him a few times at Moxxi's and Zed's

He's also up the stairs from claptrap too, next to the stash. Good place to also look when checking zed's.

You'll meet him eventually. He only shows up when and where you'd never expect him. Once you meet him, he doesn't give out great stuff but it can be pretty good. http://borderlands.wikia.com/wiki/Michael_Mamaril

Ive found him a few times at moxxie's and once at the CR HQ. most often I see him by the vendor in the middle of sanctuary and pass right by without giving his wares a second thought

(here on PC) I found him 1st time ever on a lvl 40+ in True Vault Hunter, after doing the round every single time visiting Sanctuary - he stood at slot machines in Moxxi's

I gave up, thought screw that blasted achievement, and it was just coincidence I thought of gambling at the machines.

Lesson here: Don't look for him, he's like Vermi, impossible to get when wanting it, but comes when just not giving any foks.
Like the home- or car keys in RL.

As far as I know, he has 10% chance to spawn every time.

yea 10% is what I have in the back of my mind aswell you just don´t notice it all the time because he is all over the place
